What is CMMC 2.0?
The Cybersecurity Maturity Model Certification (CMMC) is a framework established by the U.S. Department of Defense (DoD) to ensure that contractors and other businesses working with the government follow strict cybersecurity guidelines. Since its introduction, the CMMC has evolved, and its latest iteration, CMMC 2.0, aims to streamline the certification process while still maintaining robust security standards to protect sensitive government data. Among the key areas of focus within CMMC 2.0 is identity governance, which plays a critical role in safeguarding controlled unclassified information (CUI) and protecting against unauthorized access.
CMMC was first introduced in 2020 as a tiered framework designed to assess the cybersecurity practices of defense contractors. It aimed to ensure that companies working with sensitive information could meet a set of stringent cybersecurity requirements. However, the original model’s complexity and certification process were often criticized for being too cumbersome, especially for small and medium-sized businesses.

How Does CMMC 2.0 Differ?
To address these concerns, CMMC 2.0 was released in November 2021. This version simplifies the certification framework from five maturity levels down to three:
- Level 1: Foundational – Focuses on basic cyber hygiene, requiring contractors to implement 17 security practices.
- Level 2: Advanced – Requires companies to adhere to a subset of the National Institute of Standards and Technology (NIST) Special Publication 800-171, with 110 practices focused on the protection of CUI.
- Level 3: Expert – Requires contractors to meet even more advanced security standards, aligned with NIST 800-172, to protect critical national security information.
While CMMC 2.0 is still evolving, it offers a more flexible and efficient approach to cybersecurity compliance. Self-assessments will be allowed for some contractors at Level 1 and portions of Level 2, while third-party audits will be required for higher-risk contractors handling CUI.
The Role of Identity Governance in CMMC 2.0
Among the various security practices that CMMC 2.0 emphasizes, identity governance stands out as a key pillar. Identity governance refers to the policies and technologies that manage and secure user identities and control access to sensitive information and systems.
Effective identity governance ensures that only authorized individuals have access to sensitive data and systems, and that their access is based on a need-to-know basis. This helps reduce the risk of insider threats, data breaches, and unauthorized access, which are among the most significant cybersecurity challenges today.
Why Identity Governance Matters for CMMC 2.0 Compliance
- Access Control: One of the core elements of identity governance is access control, which ensures that the right individuals have the appropriate levels of access to resources. CMMC 2.0 aligns closely with NIST 800-171, which places a strong emphasis on controlling who has access to sensitive data.
Through role-based access control (RBAC) and the principle of least privilege, identity governance ensures that users can only access the information necessary to perform their job functions. This limits the exposure of sensitive data, such as CUI, to unauthorized personnel. Identity governance solutions track and enforce access control policies, providing continuous oversight of user permissions. - Identity Lifecycle Management: Identity lifecycle management refers to the processes involved in creating, maintaining, and deactivating user accounts. As organizations evolve, employees and contractors come and go, roles change, and access needs shift. Without proper management of these identities, there’s a risk of leaving active accounts for individuals who no longer require access—one of the major causes of security vulnerabilities. With identity governance, organizations can automate and enforce policies for onboarding new users, updating access when roles change, and promptly deactivating accounts when users leave. This proactive management reduces the risk of credential misuse or unauthorized access, which is crucial for CMMC 2.0 compliance.
- User Access Reviews and Audits: To meet the security requirements of CMMC 2.0, organizations must conduct regular user access reviews and audits. Identity governance solutions streamline this process by automatically tracking who has access to what, how access was granted, and whether that access is still necessary.
These audits are critical for ensuring compliance, especially for contractors handling CUI. Regular access reviews help organizations quickly identify and revoke unnecessary or excessive access, minimizing the attack surface. - Multi-Factor Authentication (MFA): CMMC 2.0 strongly encourages the use of multi-factor authentication (MFA) as an additional layer of security to prevent unauthorized access. Identity governance platforms typically integrate MFA capabilities to ensure that even if credentials are compromised, attackers cannot easily gain access to sensitive systems. By combining MFA with identity governance practices, organizations can greatly reduce the likelihood of credential-based attacks, such as phishing or brute force attacks, which are common methods used by cybercriminals to gain unauthorized access.
